By reason
Frame.io Pro is $15 per member a month for up to 5 seats; Team is $25 per member for up to 15. External clients do not need an account. They view and comment through share links. source
Frame.io's own help centre says the V4 panel is built into Premiere 25.6 and later and only V4 accounts work there: V3 accounts show greyed out and open from Window > Frame.io > Frame.io (Legacy). source
Some tools have a panel or plugin for your editing app; others hand you a marker file to import. Either puts the notes on the timeline at their frame.
“Make it tighter” is a guess for the editor. A reviewer who can show the change saves the round where you find out what they meant.
If clients ask for certifications or you shoot to the cloud, stay with a tool that states them.
AlternativeTo lists open-source and self-hosted options among Frame.io alternatives, Clapshot among them. We haven't tested them. source

It depends on why you're leaving. For seat prices, look at tools priced per team or per admin. For Premiere panel trouble or another editing app, look at tools that put notes on your timeline as markers. If you need Camera to Cloud or certified enterprise security, Frame.io may still be the right choice.
Yes. post-prod.io exports review notes as an EDL that Resolve imports as timeline markers. Krock.io lists a Resolve Studio plugin, and Dropbox Replay, Kollaborate and MediaSilo list Resolve among their integrations.
